Among the companies registered are a

good many that do not seem entitled to be called

British. of these a list to date is forwarded;

and I have the honour to apply for your authority

under Article 51 (2) to advertise that recognition

and protection are refused to them.

The ease with which registration can be

obtained in Hongkong and the inability of that

Colony to exercise effective control over its

companies have been pointed out in previous des-

patches and was glaringly exemplified in the case

of the British-Belgian Bank..

The war has brought into prominence

the existence of companies such as the Central

and North China Godowns and Press Packing Company,

Limited and the Yangtze Wharf and Godown Company,

Limited which are entirely controlled by allen
